Los\u00a0<strong>municipios<\/strong>\u00a0<strong>y las empresas<\/strong>\u00a0en Guanajuato enfrentan un\u00a0<strong>alto riesgo de hackeos, robos de informaci\u00f3n y vulneraci\u00f3n de sistemas<\/strong>\u00a0debido a la falta de inversi\u00f3n en ciberseguridad, advirti\u00f3\u00a0<strong>Diego Gonz\u00e1lez Almanza<\/strong>, presidente del\u00a0<strong>Cl\u00faster de Tecnolog\u00edas de la Informaci\u00f3n de Guanajuato (CLUTIG).<\/strong><\/p>\n<p style=\"text-align: justify\">Hace una semana, la\u00a0<strong>Fiscal\u00eda General del Estado de Guanajuato (FGEG)<\/strong>\u00a0anunci\u00f3 la\u00a0<strong>recuperaci\u00f3n<\/strong>\u00a0total de<strong>\u00a042 millones de pesos<\/strong>\u00a0que hab\u00edan sido\u00a0<strong>robados<\/strong>\u00a0a la\u00a0<strong>Junta Municipal de Agua Potable y Alcantarillado de San Felipe (JAPASF)<\/strong>\u00a0a trav\u00e9s de un ciberataque. Luego de la labor de investigaci\u00f3n y la gesti\u00f3n de la\u00a0<strong>Unidad Especializada en Mecanismos Alternativos de Soluci\u00f3n de Controversias Penales<\/strong>, lo que permiti\u00f3 recuperar la totalidad del dinero sustra\u00eddo ilegalmente en un municipio de Sonora.<\/p>\n<p style=\"text-align: justify\">Ante esto, Gonz\u00e1lez Almanza se\u00f1al\u00f3 que la mayor\u00eda de las i<strong>nstituciones p\u00fablicas y privadas no cuentan con \u00e1reas de tecnolog\u00eda s\u00f3lidas<\/strong>\u00a0ni con protocolos establecidos para prevenir ataques.<\/p>\n<blockquote>\n<p style=\"text-align: justify\">\u201cEl problema viene desde el punto en donde no tenemos un \u00e1rea de tecnolog\u00eda bien formada. Tenemos a alguien que sabe o medio que le mueve, pero no le damos realmente esa atenci\u00f3n. Me atrever\u00eda a decir que el 80% de las pymes y gobiernos no tienen estructura de ciberseguridad ni administraci\u00f3n de entornos tecnol\u00f3gicos\u201d, explic\u00f3.<\/p>\n<\/blockquote>\n<figure id=\"attachment_1270632\" class=\"wp-caption aligncenter\" aria-describedby=\"caption-attachment-1270632\"><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-1270632\" src=\"https:\/\/zonafranca.mx\/wp-content\/uploads\/2025\/09\/photo_2025-09-10_14-24-32.jpg\" alt=\"\" width=\"1280\" height=\"720\" \/><figcaption id=\"caption-attachment-1270632\" class=\"wp-caption-text\">Diego Gonz\u00e1lez Almanza. Foto: Cortes\u00eda<\/figcaption><\/figure>\n<p style=\"text-align: justify\">El presidente de CLUTIG asegur\u00f3 que\u00a0<strong>existen normas internacionales que podr\u00edan ayudar a blindar los sistemas<\/strong>, como ISO 27000 para ciberseguridad, ITIL para gesti\u00f3n de servicios tecnol\u00f3gicos y est\u00e1ndares como NIST, pero el problema est\u00e1 en la falta de implementaci\u00f3n.<\/p>\n<blockquote><p>\u201cNo se trata de redescubrir el hilo negro, ya existe una l\u00ednea, la cosa es saber implementarla, pero sobretodo que se tenga protocolos de autocuidado por parte de las empresas y entidades gubernamentales\u201d, subray\u00f3.<\/p><\/blockquote>\n<p style=\"text-align: justify\">Gonz\u00e1lez Almanza enfatiz\u00f3 que los gobiernos municipales y las empresas deber\u00edan asignar al menos el 5% de su presupuesto anual a ciberseguridad.<\/p>\n<blockquote><p>\u201cEs un gasto corriente. Todos los meses hay vulnerabilidades nuevas, bugs que se aprovechan para atacar sistemas. Necesitamos invertir en personal capacitado, centros de monitoreo, redes seguras, firewalls y planes de recuperaci\u00f3n de datos\u201d, indic\u00f3.<\/p><\/blockquote>\n<p style=\"text-align: justify\">El presidente del CLUTIG record\u00f3 que desde hace dos a\u00f1os impulsan la certificaci\u00f3n de personal especializado en colaboraci\u00f3n con fabricantes y aliados tecnol\u00f3gicos, adem\u00e1s de realizar foros estatales de ciberseguridad y participar en la\u00a0<strong>Alianza M\u00e9xico Ciberseguro<\/strong>, que trabaja en el\u00a0<strong>Plan Nacional de Ciberseguridad.<\/strong><\/p>\n<blockquote><p>\u201cNos seguimos certificando y empujamos a todas las empresas asociadas a hacerlo.
